Principle and Rationale

During the fifth Ministerial Meeting on “Cooperation in Science and Technology” between the Ministry of Science and Technology of Thailand and the National Authorities for Science and Technology of Lao PDR in February 2011 and at the Lao PDR – Thailand Science Technology and Innovation Cooperation Workshop in March 2012, Dr. Royboon Rassameethes, Hydro and Agro Informatics Institute (HAII) presented “Community Water Management in Northeastern Thailand”. To start their collaboration in water resource management, the Department of Technology and Innovation and HAII held a discussion meeting at the Ministry of Science and Technology of Lao PDR on May 14, 2012.

This project is entered into by and between the Department of Technology and Innovation (DTI) under the Ministry of Science and Technology, a Lao PDR Government agency that carries out use of Science and Technology to gather and analyse data on water resource management and to build the water disaster warning system in Lao PDR and the Hydro and Agro Informatics Institute (HAII), an agency of the Royal Thai Government under the Ministry of Science and Technology that carries out research and development work related to agricultural, hydrological, and community information development in Thailand. 

HAII has been involved with research and development and the application of information technology that relates to the management of water resources and agricultural issues. HAII recognizes the importance of networking and collaboration, and thus encourages relevant agencies, both governmental and non-governmental, local and international, as well as the communities and the general public to participate in decision making of water and agricultural related issues.  

 

DTI has an initiative to promote the project on water resource management that  integrates the use of science and technology to gather and analyze data to enhance the principle of the data warehouse and best practices.
